JRA AEROSPACE LTD

JRA Aerospace Ltd was established in 1988 and provides consultancy support to the Aerospace and Defence Industry and to the Ministry of Defence. From its early beginnings as a provider of bid management support to the Aerospace and Defence sectors, the company has extended its range of clients to include many companies in the civil sector including nuclear, petro-chemical, building services and utilities sectors and has developed a range of capabilities including:

  • Safety -  Providing CAP 712 and Defence Standard 00:56 compliant safety assurance solutions, assembling safety management systems, safety cases, hazard logs, conducting risk analysis and aviation safety training.

  • Airworthiness - Continued airworthiness management and ageing aircraft audits for military aircraft.

  • Environmental Management - Advice regarding environmental management and the assembly of ISO 14001 and MoD POEMS compliant systems. 

  • Project Management - Providing expert project, process and bid management solutions.

  • Unmanned Airborne Systems - Support for the development of safety and certification requirements for UASs in the military and civil sectors.

  • Technology Management - Member of the European Network Managing ESA's Technology Transfer Programme (ESA TTP) since 1991.

JRA Aerospace undertake small or large projects and work with their customers to tailor a solution that fully meets their expectations by offering regular and appropriate dialogue throughout the evolution of the task. By recruiting from all parts of the country they have the flexibility to support clients either on site or at their company offices.



MILITARY AND AEROSPACE SAFETY MANAGEMENT

JRA provides practical approaches for safety assurance of equipment and systems (Product Safety), throughout the project lifecycle. 

Support covers projects ranging from new system developments using novel technology and critical software, to COTS / Legacy systems and from individual equipments to broad ‘Systems of Systems’. 

Our services include: 

  • Development of project Safety Management Plans, and identification of Safety Requirements from legislation, regulation, standards, user requirements and Preliminary Hazard Assessment.

  • Hazard identification and analyses, e.g. PHA, SWIFT, HAZOP, FHA techniques.

  • Hazard management, including development / maintenance of Hazard Logs and support to ALARP justifications.

  • Safety assessment throughout the project, using qualitative and (where appropriate) quantitative methods, to support development, integration and certification, e.g. FTA, FMEA and CCA techniques.

  • Development / maintenance of Safety Cases to provide safety assurance and support acceptance and certification.

  • Independent Safety Assessment of project or sub-system safety submissions.

MILITARY AIRWORTHINESS MANAGEMENT

JRA Aerospace has provided airworthiness management support to the MoD for the last 10 years. JRA Aerospace has undertaken audits of the Military Aircraft Release airworthiness documentation for a large proportion of the military fleet and has developed a customised database for the ongoing management of airworthiness for use by many of the aircraft authorities.

JRA Aerospace has also undertaken Ageing Aircraft Audits on several aircraft types and has advised the MoD on the airworthiness issues surrounding the clearance of military UAVs. More recently, JRA Aerospace has provided support for aircraft authorities transferring to the new regulatory framework for airworthiness management including the establishment of Continuing Airworthiness Management Organisations in accordance with Def Stan 05-130, Mil Part M.

PROJECT MANAGEMENT - BUSINESS PROCESS MANAGEMENT AND BID SUPPORT

JRA has a wealth of Project Management experience across a broad range of industry and the MoD. We also undertake management studies and reviews, and are able to provide short, medium and long term specialist manpower support to overcome peak workload problems.

Business Process Management 

We have expertise in Business Process Management including Process Mapping, and can assemble interactive business process maps for our customers. Clients are then able to use their PC desktops to guide them through any company process thereby ensuring consistency, quality and a rapid induction of new staff.  

Bid Management  

JRA has assisted defence and civil companies to bid for, and win, major contracts often being acknowledged as having provided the winning edge to a successful proposal. Support ranges from the co-ordination of complex multi-company, multi-national tenders for major high technology programmes, to the provision of a one-stop proposal production service to first-time bidders to the Ministry of Defence, the European Union or European Space Agency. We can assist with the formulation of bidding procedures tailored to a company's requirements, or provide a critical review of existing company bidding procedures.

ENVIRONMENTAL MANAGEMENT SYSTEMS

JRA develops both project Environmental Management Systems and individual equipment Environment Cases on behalf of customers by producing solutions which are in accordance with the ISO 14001 and the MoD Project-Oriented Environmental Management System (POEMS), dependent upon the specific needs of clients. 

We can offer a phased approach to meet customer requirements. Our work includes: 

  • Review and identification of pertinent environmental legislation.

  • Identification and alignment of individual stakeholder responsibilities, and refine associated communications plan.

  • Identification of environmental aspects and potential environmental impacts during a project lifecycle including the classification and prioritisation of such impacts.

  • Provision of Environment Impact Assessments and associated plans. 

  • Development of Environmental Management Plans.

  • Alignment of environmental and safety procedures to provide a user friendly integrated safety and environmental management system.

  • Independent assessment of environmental management systems.

  • On-going support to clients eg through training or internal auditing.

MARITIME AND AVIATION SYSTEMS INTEGRATION


The combination of a challenging environment with demanding military requirements makes successful ship/aircraft integration extremely difficult. Any weakness in this complex mix can diminish aircraft/ship synergy and lead to a loss of capability or worse.

JRA Aerospace can offer a high level of expertise and experience to provide comprehensive support in this area. Support services include advice and design assistance on maritime/aviation interface requirements; support for the integration and sustainability of aircraft operating in the maritime environment and feasibility studies and independent advice on all aspects of maritime aviation.

In support of this work, JRA Aerospace has developed specific tools such as the design Guide for the Delivery of Maritime Aviation Capability and methodologies for assembling Aviation Safety cases and for Categorising Helicopter Passenger Safety.

A Consolidated Approach to Technology and Intellectual Property Exploitation

In recent years technology-based companies large and small, as well as universities and public sector research agencies, have become increasingly aware of the need to be able to identify those elements of their Intellectual Capital resources, including individual IP assets, that have exploitation potential. Research-based organisations with large patent portfolios also have the need to periodically review their portfolios, not least with the object of identifying those for which continuing and expensive patent protection is not justified

Recognition of potential is, however, only the first step on a difficult path to successful exploitation. Key steps along the way include:

  • Ranking technology IP assets in terms of exploitation potential in order to prioritise management action

  • Identification of the most lucrative commercial application for the technology

  • Evaluation of key markets and competitors, and arriving at a target valuation of the market opportunity

  • Selection of the optimum exploitation route e.g. in company development, start-up company, joint venture, or licensing opportunity based on comparative investment risk appraisals for optional approaches

  • Choosing the right customer or exploitation partner

European Space Agency Technology Transfer Programme

JRA has been the UK member of the European Network managing ESA's Technology Transfer Programme (ESA TTP) since 1991.

Through the programme JRA is able to provide subsidised assistance to companies, universities or other research groups working with ESA to identify, audit, and assess their technologies for potential commercial non-space exploitation, and to assist in finding exploitation partners or sources of funding.

Small Company Start-Ups

JRA has considerable experience in providing support and mentoring to small technology-based start-up companies. Where these companies are based on space technologies then JRA is able to assist them to apply for support through ESA's European Space Incubator (ESI) programme.

UNMANNED AIRBORNE SYSTEMS
 

UAS are assuming greater importance to the military. JRA provides a number of key services to support their clearance and operation under military regulation, including: 

  • Derivation of Safety Requirements based on regulation, airworthiness standards and our own ‘UAS-friendly’ Functional Hazard Assessment methods.

  • Preparation and traceability of Release to Service operational limitations documents, from clearance activities.

  • Development of Hazard Assessments and Safety Cases, to support UAS acceptance and ongoing assurance.

  • Provision of domain expertise for the integration of UAS with existing military systems and environments, such as onboard ship.

In the civil arena we are aware of the challenges UAS pose in un-segregated airspace and can provide support in their civil integration through: 

  • EUROCAE Working Group 73, the international body advising on UAS integration into manned airspace. Our specific activities include providing the lead in developing civil Safety Assessment and Clearance requirements.

  • Application of our ‘UAV-Friendly’ safety assessment process aligned with manned certification requirements and tailored to ensure UAS hazards are clearly identified and robustly managed.
